Student Council is an organization conducted by students and supervised by school managements.  The function of the student council is to give students an occasion to develop leadership by organizing and implementing service projects and school activities.  The purpose of the student council is based upon parliamentary procedures.  Ideas are provided, voted upon and established by the student body president.  Any student that is interested in organizational behavior, leadership, event planning or becoming more involved in the school is welcomed to become drawn in.

According to Patrick Lanning Oregon, if you want to be president of your high school or class some day, you have to start working towards that goal early. The President shall have the general accountability for coordinating the activities of the Student Council and for overseeing and directing the publicizing of the affairs of the Student Body. He or she shall preside at all Student Council meetings. The President shall not have voting liberties, except in the case of a tie vote, during which he/she must cast the deciding vote. The President shall be the lead diplomat of the Student Body in dealings with the staff and faculty, and with the community. He or she shall be the officially allotted student representative at meetings of the Board of Overseers.  The President shall present a report of her/his activities to the Student Council at every Student Council meeting.

You might plan to join student council your freshman year, but do not expect to be elected president. Freshman student council elections are habitually a mess. Freshman elections usually happen within a month of starting school, so no one knows each other. The person elected president is generally the person whose name other students have heard the most. It is not generally based on trust or competence.

You have to work from the start to build relationships with your classmates so that they are acquainted with you and trust you. This is the most significant step to becoming School President.

Students want to vote for someone they like and know is proficient. Be a head in the classroom. Get good grades and participate in class discussions and, it is how you will prove your capability. Do not be the class clown or the student who is always asleep or on their cell phone. Intermingle with the students around you. Sit with diverse groups at lunch. Talk to them about their apprehensions and what alterations they would like to see come about at the school.

As Patrick Lanning says, if you are not at present in student council, ask if you can attend their meetings. Some student councils permit students who are concerned about joining to sit in on their meetings, and some host an intermittent meeting (monthly, annual, etc.) for students who are not on the council to voice their ideas and concerns. It is a great way to try out student council to see if it is right for you, and it is also a great way to show you are fit to be in student council/president of student council.
